Troubled Project Turnaround
Construction Troubled Project Turnaround

IGCCO Consulting is often engaged in projects after serious problems have caused cost overruns or delays.
In these situations, our project management experts quickly take action to implement procedures to get the project back on track.
Additionally, our highly skilled team works with clients to mitigate and resolve claims while supporting project progress.

Troubled projects may be plagued with the following problems:

  • Difficulties in meeting milestones or completion deadlines
  • Risk of failure in delivering anticipated benefits
  • Failure or unwillingness to allocate resources to the project
  • The project is consistently and/or significantly behind schedule
  • Significant and/or critical technical issues with the project

IGCCO Consulting assists clients with the implementation of a project review and recovery process to monitor our clients' projects and identify projects for review and possible intervention.

IGCCO Consulting has worked extensively with clients to understand the root causes of troubled projects and develop approaches to successfully turn projects around.

Unfortunately, not all projects are recoverable without addressing disputed issues.
When projects cannot be turned around, IGCCO assists its clients with documentation and strategic planning for dispute resolution.

Scheduling and Project Controls
Project management control can only be achieved when cost, schedule, and technical objectives are clearly documented, realistically derived, and deliberately managed.
Project schedule development is one of the most important processes in your project's overall plan development.
However, a project will generally never follow the plan exactly and even the most well thought-out project schedules will inevitably exhibit variances between the planned and actual performance.
Therefore, in order to prevent these variances from significantly disrupting the project, a process for continual control and monitoring must be implemented from the project's outset. IGCCO Consulting is able to assist our clients at any stage of a project, as we can not only measure current performance status but also forecast potential problems.
Regulating variances can mean the difference between the success and failure of your project.

Studies performed by the Business Roundtable have determined that whether your project is in the conceptual planning stage, bidding stage, or during construction, that an improvement in project performance could be realized with the implementation of Critical Path Method (CPM) scheduling.

Whether our clients are fulfilling contractual requirements or simply executing good management practices, IGCCO Consulting can provide the essential CPM scheduling and progress management service tools necessary.
Our services include schedule development and preparation, schedule analysis, schedule updating, and progress reporting based on actual project progress.

Our work products and deliverables are prepared using the latest versions of the established industry software such as Primavera, Project Planner (P3), SureTrak, and MS Project.

Cost Estimating
IGCCO Consulting provides complete cost estimating services.
Our project estimating experience includes virtually all sectors of the construction industry as well as domestic and international projects.
We have prepared detailed estimates for new construction and remediation.
Our estimating experience includes projects ranging from a few hundred thousand to hundreds of millions of dollars in construction costs.
We have up to date access to costs in specific specialty areas and regions around the United States and internationally.

In addition to serving contractors, IGCCO Consulting provides estimate review and analysis services to owners and lenders seeking verification of project estimates.
IGCCO Consulting's estimating services include:

Cost Accounting and Control
It is important for contractors and owners alike to keep current on a project's cost by maintaining a reliable cost control system.

Changes in labor costs, labor shortages, increased materials costs, delays, inclement weather conditions, and other foreseeable and unforeseeable events can affect both the cost and schedule of a construction project.

Maintaining a reliable cost control system enables a contractor to analyze the productivity of workers, the performance and efficiency of equipment, the cost of materials, and the proper allocation of overhead expenses.

A reliable cost control system allows for changes as a project progresses.
If construction costs are running higher than the contract budget, or are different than scheduled, corrections can be made while the project is still in progress, therefore increasing the chances that a project will be financially successful.

IGCCO Consulting is experienced in project cost control. Our cost control professionals are familiar with common systems and practices.
We have assisted with the implementation of cost control systems, trained individuals and companies in cost controls practices, advised on cost control policies and procedures, and analyzed costs on troubled projects.

Procurement
The balance of risk relative to quality, time, and cost is a key component of construction procurement.

IGCCO Consulting provides clear and focused procurement advice at critical stages of project development.
From initial inception of the project through the award and performance of the contract, our construction specialists assist with key procurement issues.
IGCCO Consulting's construction experts provide consultation on overall procurement policy to ensure that the desired commercial outcome is achieved in terms of time frame, target costs, and risk allocation.

IGCCO Consulting provides the following procurement services:

  • Advise on procurement strategy for construction and engineering contracts
  • Advise on the regulatory framework applicable to the industries in which our clients operate
  • Assess and advise on risk management and on risk profiles of particular projects
  • Assist with commercial preparation and negotiation of key project terms
  • To advise on procurement policies and procedures
  • Assist in the analysis, negotiation, and resolution of procurement related disputes
Engineering and Design Development
While the design phase of a construction project can be a fraction of the life-cycle cost of owning and operating a facility, decisions made during the design phase ultimately determine the majority of operations and maintenance costs.
Builders, operators, and facility users often have suggestions that can improve the constructability, operability, and long-term usefulness of a given facility.

IGCCO Consulting's engineering and design professionals assist clients with design development and design review.
We work with design professionals, owners, developers, financial institutions, and contractors to verify that the design meets the intent of the parties.

The design review process is a mechanism for ensuring design standards, alignment, and diligence throughout the course of the project design process.
This process includes ensuring that designs meet appropriate standards and consistency.

The design review process also ensures that the design meets commercial objectives and business goals.

An additional objective of design review is to minimize late-stage changes and associated costs and delays that could be avoided with front-end analysis of the design documents.

Project Start-Up
A project's start-up phase can ultimately determine the successfulness of the project.
Organizations often undertake projects that cannot achieve desired or stated objectives.
Projects are often undertaken with unrealistic technical, financial and scheduling goals due to conceptual rather than proven data.
IGCCO provides assistance in the evaluation and assessment of proposed project endeavors.
We can bring more certainty to an uncertain project by employing a methodology that evaluates technical feasibility, project plans/estimates, financing/insurance structures, and identified project risks.
IGCCO provides management with the ability to evaluate potential projects with a complete understanding of potential risks and issues as well as assist in the assessment of the overall business care/return on investment model.

Project Close-Out
A project's close-out phase is often overlooked in the execution of the project.
Project teams usually move on to the next engagement, and an organization is left with completing the final deliverables and financial obligations.
In some cases, the project close-out can have serious financial considerations.
IGCCO provides clients with experienced support in the commissioning and the closing out of projects.
IGCCO provides a resource to ensure that your projects are completed cleanly, by working through intricate issues of contract and schedule close-out, along with positioning for potential claims.

Construction Inspection
IGCCO Consulting's clients have long recognized the need for independent, experienced inspection and quality control services on complex projects.
Our process is to verify that the product furnished by the contractor is in full compliance with the plans, specifications and other contract documents.
Our sound inspection procedures lead to a measure of quality control with the purpose of reducing costly construction delays and subsequent servicing and maintenance costs.

IGCCO Consulting provides three primary construction inspection services:

  • Owner's Representative Services: IGCCO works for Owners to ensure that the construction process follows the plans and specifications.
  • Contractor/Architect Support: IGCCO provides on-site services during the project to ensure that the construction follows the plans and specifications.
  • Pre-Construction Services: IGCCO reviews plans and specifications and advises clients prior to the commencement of construction.
Risk Management
IGCCO consulting assists clients with balancing the contingencies of risk with specific contractual, financial, operational and organizational requirements.
Our risk analysis and management process entails identifying construction risks and exposures, and formulating an effective risk management strategy to mitigate the potential for loss.

There are several types of risk that an owner or lender should consider as part of a risk management program. These include:
  • Schedule risk
  • Cost risk
  • Technical feasibility
  • Risk of technical obsolescence
  • Dependencies between a new project and other projects
  • Physical events beyond direct control
Operations Management
The importance of operations management has increased dramatically in recent years.
Significant foreign competition, shorter product and service life-cycles, better-educated and quality-conscious consumers, and the capabilities of new technology have placed increasing pressures on the operations function to improve productivity while providing a broader array of high-quality products and services.
With the globalization of markets, firms are recognizing that the operations function can be used as a competitive weapon to strengthen their position in the market place.

IGCCO Consulting's financial and management experience allows us to efficiently and effectively advise clients on optimal operating system commitments such as equipment, labor, tools, facilities, materials, energy, and information and how these inputs can best be obtained and used to satisfy the requirements of the market place.
IGCCO also advises on critical activities such as quality management and control, capacity planning, materials management, purchasing, and scheduling.

IGCCO also advises on critical activities such as:

  • Quality management and control
  • Capacity planning
  • Materials management
  • Purchasing
  • Scheduling
Initial Decision Maker
With the 2009 revision of the American Institute of Architects (AIA) Form A201, the concept of an "Initial Decision Maker" (IDM) was introduced.
Traditionally, the Architect has performed the contractual function of deciding disputes between Owners and Contractors.
For various reasons the parties are often uneasy with this situation:
  • Owners do not want their Architects deciding against them.
  • Contractors perceive the Architect as being biased to the Owner, and
  • Architects are uncomfortable being in the middle of disputes between repeat clients.
  • There is concern among the parties that the traditional decision process will be untimely.

In a contractual situation, the parties can choose an IDM to resolve disputes prior to mediation, arbitration, or litigation (disputes regarding aesthetics are left to the Architect, not an IDM).
"According to the drafters, the purpose of this change was to maintain fast and impartial solutions to common problems, to allow contractors and owners to choose a third party IDM with whom they feel comfortable, and give freedom to select an appropriate IDM based upon the particular project.
If an IDM is not identified in the contract, the Architect serves as the default decision maker.
IGCCO's team of Architects, Engineers, and Financial experts make us uniquely qualified to serve as an IDM in contractual situations.
Our extensive experience in complex construction situations enables us to be consistent in reviewing facts and apply standard industry practice to the unique situation at hand.
